Article I - Mission Statement  

The South Hagerstown Lady Huskies Basketball feeder program is a competitive youth basketball program for middle school girls in 6th–8th grades who will eventually attend South Hagerstown High School. Our mission is to bridge the gap between middle school and high school basketball skills, ensuring young female athletes are prepared when transitioning to the high school level of play.


We focus on developing basketball skills and knowledge of the fundamentals of the game to provide a strong foundation for high school play. Emphasis on respect, teamwork, and sportsmanship is key to fostering a positive environment, as well as helping build a sense of community and school pride among young athletes and their families.


Beyond the court, we are committed to developing well-rounded, wholesome individuals—instilling values, confidence, and life skills that will benefit them both in sports and in life.

Article II - Name, Purpose and Organization

Section I: Name

  1. The name of this league shall be South Hagerstown Lady Huskies for purposes of abbreviation, acceptable names herein shall be “Lady Huskies”, “SHLH”, "SH Lady Huskies".

  2. South Hagerstown Lady Huskies (the Program) is an entity/d.b.a of Next Generation Youth Athletics Inc. (the Organization)

Section II: Purpose

  1. A non-profit organization founded for the purpose of empowering youth through sports and teamwork. 

  2. Teach fundamental basketball skills and techniques.

  3. Teach sportsmanship and the importance of teamwork under all conditions.

  4. Provide safe, fun, enjoyment and game competition with responsible adult leadership. 

  5. Build minds and bodies through good, clean, sportsmanlike play and vigorous exercise.

  6. Encourage all participants to complete what they start

Section III: Organization
  1. Next Generation Youth Athletics, Inc., dba South Hagerstown Lady Huskies, is a non-profit organization exempt from taxation under Section 501C(3) of theInternal Revenue Code. 

  2. Next Generation Youth Athletics, Inc. is a member of the Mid Maryland Junior Basketball League (the League) and operates within the League Rules and Bylaws of the Mid-Maryland Junior Basketball League. The Next Generation Youth Athletics, Inc. Constitution and Bylaws do not supersede Mid-Maryland Junior Basketball League bylaws. 

  3. The Team Colors of the Program shall be Green, Black, and White. 

  4. It is the policy of this Program not to discriminate or tolerate discrimination on the basis of race, sex, age, religious beliefs, or physical handicap

  5. The principle operations of this league shall be in and about the city of Hagerstown, Maryland

  6. The mailing address shall be 9403 Morning Dew Dr, Hagerstown, MD 21740 unless otherwise designated by the Board of Directors.

Section IV: Management of the Program
  1. The management and direction of the Program shall be vested in the board of directors of Next Generation Youth Athletics, Inc. 

  2. ​Board of Directors - Policy decisions on behalf of the Lady Huskies shall be made by NXGYA Board of Directors. 

    • All members of the Board are voting positions. 

    • Elected Board members shall serve so long as they remain active participants in NXGYA activities with elections being held to fill any vacant positions. 

    • Though there are no set qualifications to be a Director of NXYGA, it is expected that any candidate shall have demonstrated a previous tangible commitment to the program. 

    • Board candidates do not have to be coaches

  3. Executive Director and Program Directors

    • ​Executive Director shall oversee the management of the Program Directors 

    • Separate coordinators shall also be appointed by the President from among the members of the Board of Directors to serve as: Girls Feeder Basketball Director, Travel Director, Master Scheduler, Evaluation Director, Facilities Coordinator, Uniform Coordinator, Social Media Coordinator, and Fundraising Director. 

    • The same person may serve as an officer and Program Director.

Article III. Program Structure

The League shall consist of a varsity and junior varsity division.

  1. The Varsity division will consist of players in the eighth (8th) grade and lower.

  2. The Junior varsity division will consist of players in the seventh (7th) grade and lower.

All players must meet Program eligibility requirements as defined in Article IV, Sections I and II in the Program by-laws.

Article IV. Player Eligibility

Section I: Age
  1. Varsity Team - Players on the varsity team may not attain the age of fifteen (15) prior to Jan. 1 of the current playing season.

  2. Jr Varsity (JV) Team - Players may not turn fourteen (14) prior to Apr. 1 of the current season and 6th grade team members may not turn thirteen (13) prior to Apr. 1.

  3. Player age must be verified by one of the following documents, a copy of which must be filed with the League not later than the Wednesday before Thanksgiving of the upcoming playing season. 

    • Acceptable birth documents include: birth certificate; a certificate from the State, County, or City Bureau of Vital Statistics, Department of Health affidavits of birth; baptismal certificate; hospital certificate; school certificate; record of notification of Birth Registration by the Bureau of Census of the U.S. Department of Commerce

Section II: Academics
  1. Players must maintain a 2.0 GPA and have no failing grades in order to be academically eligible for participation in the League. 

    • Grades used to determine eligibility will be those recorded on the report card and/or interim report. 

    • A player can only become ineligible at the time of a report card marking period and can regain that eligibility at interim report time.

    • Eligibility will be determined the day that report cards/interims go home with the students.

    • Coaches must obtain verbal assurance of eligibility from school officials on that day and are then required to have the verified League eligibility form in the hands of the president within seven calendar days of that date. The president will then make written notification to all directors within an additional three (3) calendar days, or ten (10) days from the date report cards/interims go home with students. 

  2. A player may practice during the ineligible period, but may not dress for games. 

  3. A player that is ineligible during two marking periods, inclusive of interims, will be done for the remainder of the current playing season.

Section III: Conduct
  1. Any player ejected from a game for fighting or abusive behavior will be ineligible for the next contest. 

  2. Coaches shall be responsible for deciding appropriate punishment for other acts of player misconduct and said acts may also be reviewed by the League's review board.

  3. Additionally, a student suspended from classes and activities by his school will be ineligible for participation in League games during the suspension (including weekends within the suspension period).

  4. Students should be aware that their physical presence on any school campus while on suspension is in violation of administrative procedures and can result in suspension for up to an additional five (5) days.

Article V. Rosters

Section I: Roster Validation
  1. A completed team roster form for each team within the Program, supplied by the League, validated by a school official, clergy, or designated official, must be in the hands of the League president by the Wednesday before Thanksgiving of the upcoming playing season. 

  2. The roster must include date of birth, year in school, name, and uniform number(s). 

  3. A copy of the birth document of all players new to the league must be supplied with the roster. 

    • This birth document will remain on file with the league for the duration of that player's eligibility.

Section II:  Double Rostering
  1. JV players may also be placed on the varsity roster (and play both games on the same day) but may only be used if needed to dress NO MORE THAN EIGHT (8) players for that varsity game. 
    • These players will be designated with a double asterisk (**) on both online rosters.

    • No changes are allowed after the Jan. 15 deadline for roster moves. Any change prior to that deadline must appear on the online roster at least one day prior to game day

  1. All players must reside within their respective middle school draw area (hereafter referred to as their "home school"), whether they be public, private or home schooled. 
  2. A player living in one middle school draw area, but attending another, may play for the school he attends provided that the director attains a written waiver. 
    • This waiver must be signed by the director from the program in which the player resides and will be kept on file by the League
  3. All fifth graders must play in the middle school draw area in which they reside.
  4. Where redistricting occurs, and in that year alone, rostered players will have the option to continue with their previous program or join the new one
